Step 1

In order to draw rotated, first you have to choose the Dimensions option from the Insert menu. After that, you have to select the Rotated option as shown by the picture below.

Choose Insert>Dimensions>Rotated

Step 2

After that you have to specify the drawing point and then use the mouse to drag and draw the rotated. For an example, you could refer to the picture below.
